Summary:
Because former EPA Secretary, Christie Todd Whitman, thought that EPA reports claiming that the air in NYC was safe as of 15 Sept. 2001 were accurate and reasonable (because she is stupid as to believe them), she cannot be found to have intended to harm anyone by lying about the toxic air.
